Emmett R. Williams Memorial
Scholarship Program
(Revised January 1996)

Purpose
To establish guidelines for the nomination and selection of recipients of the Emmett R. Williams Memorial Scholarship.

Policy
In keeping with Emmett Williams' long standing practice of assisting deserving and qualified "new-comers" in the field of traffic accident reconstruction, T.A.A.R.S. established the Emmett R. Williams Memorial Scholarship Fund.

The organization will provide tuition for two qualified persons per year to attend an approved Traffic Accident Reconstruction Course.

Procedure
bulletQualifications
bulletNominees must meet prerequisite study requirements.
bulletNominees should have demonstrated the ability and desire to advance his/her knowledge of Accident Reconstruction through continued personal study and practical experience.
bulletNominations
bulletNominations may only be made by a Charter or Regular Member who is in good standing.
bulletA Charter or Regular Member may nominate more than one person per year.
bulletNominations must be made in writing and must include a letter of recommendation detailing the reasons for the nomination and evidence of the nominee's qualifications.
bulletNominations may be made at any time, but must be received by the Selection Committee no later than fourteen (14) days prior to the Annual Meeting in which it is to be considered.
bulletNominations may be submitted directly to the Chairman of the Selection Committee or to the Secretary, who will forward them to the Chairman of the Selection Committee.
bulletNominations must be made yearly and will not be carried forward from year to year.
bulletSelection Committee
bulletThe Scholarship Selection Committee shall consist of four (4) Charter and/or Regular Members.
bulletThe Chairman shall be a member of the Board of Governors and shall be appointed by the President with the approval of the Board, and
bulletThree (3) Charter and/or Regular Members shall be appointed by the Chairman, with the President's approval.
bulletThree (3) members of the committee, the Chairman and two (2) members, are required for a quorum.
bulletSelection Process
bulletPrior to the Annual Meeting, the Selection Committee shall review all nominations and establish a pool of names of persons deemed to be qualified on the basis of the recommendation letters.
bulletAt the Annual Meeting, a random drawing from the qualified nominees shall take place to determine the two (2) individuals who will receive the scholarships. Two (2) additional names shall be drawn as first and second alternate in the event either or both winners are unable to attend within the allotted time period.
bulletThe Chairman of the Selection Committee shall notify the Secretary of the names and addresses of the recipients of the award. The Secretary shall notify each recipient and attempt to verify whether the recipient is willing and able to accept the award and attend the course within the specified time period.
bulletThe recipients may choose to attend any approved Reconstruction Course during the allotted time period and shall notify the Secretary of the date and location of the course chosen to attend.
bulletIn the event either recipient is unable to accept the scholarship, it will be offered to the first alternate and then the second alternate.
bulletGeneral Rules
bulletScholarship winners must attend an approved Traffic Accident Reconstruction Course within the portion of the calendar year following the T.A.A.R.S.' Annual Meeting at which their name was selected and the following calendar year.
bulletIn the event a winner fails to attend a course within the allotted time period and they also fail to notify the Secretary of their inability to attend in sufficient time for the Secretary to notify an alternate, no scholarship will be offered to either alternate.
bulletUntil such time that sufficient money may be obtained and set aside to make the fund self-sufficient, money for the scholarship winner's tuitions shall be taken from T.A.A.R.S.' general operating account.

Continuing Education Scholarship
Program Guidelines

(November 2000)

Purpose
To establish guidelines for the nomination and selection of recipients of the Continuing Education Scholarship.

Policy
In keeping with T.A.A.R.S.' commitment to education and research, T.A.A.R.S. established the Continuing Education Scholarship Fund.

During each T.A.A.R.S. sponsored mini-seminar and annual meeting, T.A.A.R.S. will award a scholarship with a maximum value of $1000.00 for one qualified person to attend one continuing education course or seminar.

Moneys for the scholarship will be received from donations. T.A.A.R.S. agrees to pay $500.00 of the cost of the tuition, if the other $500.00 can be obtained through donations. In the event sufficient private funds are not obtained by any meeting time, or the Board of Directors of T.A.A.R.S. deems that there is insufficient funding in the treasury; T.A.A.R.S. is not bound to award a scholarship at that meeting.

Procedure
bulletQualifications
bulletRecipients must be regular members of T.A.A.R.S. in good standing.
bulletRecipients will be selected by a random drawing at the T.A.A.R.S. sponsored mini-seminars, and annual meeting.
bulletRecipients must attend the T.A.A.R.S. sponsored mini-seminar, or annual meeting to qualify for the drawing.
bulletSelection Process
bulletPrior to the end of each T.A.A.R.S. sponsored mini-seminar, or annual meeting, the Secretary shall review all attendees to determine their membership status and that their dues are currently paid.
bulletEach regular member in good standing shall be given one ticket for the drawing.
bulletThe Secretary shall place all of the tickets in a container, mix the tickets and draw the winner.
bulletQualified courses and Seminars.
bulletThe Continuing Education Scholarship Committee shall consist of a Chairperson and two committee persons.
bulletThe Chairperson of the Continuing Educations Scholarship Committee shall be appointed by the President and approved by the Board of Directors. The Chairperson shall select two committee persons with the approval of the Board.
bulletIt shall be the responsibility of the Continuing Education Scholarship Committee to validate the issuance of the scholarship.
bulletThe recipient shall provide to the committee, in writing, the name, date, and location of the class or seminar that the recipients wishes to attend.
bulletIt shall be the sole responsibility of the Continuing Education Scholarship Committee to determine if the desired class is appropriate and qualified.
bulletThe recipient shall be responsible for all expenses for the class or seminar.
bulletUpon completion of the class or seminar, the recipient shall provide written receipts for expenses to the Continuing Education Scholarship Committee.
bulletUpon receipt, review, and approval by the Continuing Education Scholarship Committee, the total amount for the receipts shall be given to the Treasurer.
bulletThe Treasurer shall then provide a check for reimbursement of the receipts up to the amount of $1000.00 to the recipient of the scholarship.
bulletExpenses Eligible for Reimbursement
bulletAll tuition, books, and materials specifically pertaining to the course of instruction or seminar shall be eligible for reimbursement.
bulletAll travel expenses to and from the class or seminar are eligible for reimbursement. Driving mileage shall be paid at the accepted federal rate.
bulletAll meals and lodging, at the class or seminar host hotel/motel or at the average prevailing rate of the area, for the time of the class or seminar, and during travel to or from the class or seminar.
bulletThe Continuing Education Scholarship Committee shall have final authority to accept or deny any expenses.
bulletGeneral Rules
bulletScholarship winners must attend a qualified course relating to accident reconstruction within one year following receipt of the scholarship.
bulletIn the event a winner fails to attend a course within the allotted time period the scholarship will be forfeited.
bulletThe scholarship is not transferable.
